vacancy, fortified by the above facts, but was again unable to carry my point. A Mr Craig, who had been in the service of the Government for some years, in various posts, (in none of which had he given satisfaction), had been reported as being unfit for the post he then occupied, and another was being sought for him, but the head of no Department would consent to have him. That he was qite unsuited to the post of 1st Clerk Mercantile Marine Office was obvious, he being by nature unreliable, lazy, obstinate, impa- -tient of control, and self opinionated; and he was not a trained accountant. Yet he was appointed to the vacancy, in spite of my protests; the reason given being that they "had to find a place for him", and this was the only vacancy. I again had to occupy myself for a considerable time in trying to teach the holder of a responsible post even the most elementary parts of his duty, of which be knew nothing, (though he imagined that he knew everything). I found it very uphill work, more especially as I was very much worried and occupied by the recent changes in the staff of the Har- -bour Office itself, (see paras: 11,12,& 16); but I had made up my mind to do the best I could with the material at my disposal. One of the European clerks alluded to in para: 16 went home on leave early in 1910, and thus still further depleted the staff.

20. In 1909, after the deaths of Messrs Watson and Botelho, I began to draft a new scheme of proceedure new methods, new forms, &c: with the object of simplifying the work of the Depart- -ment, reducing the number of forms in use, safeguarding Government money, &c: &c:, and generally bringing the proceedure of the whole Department up to date. Many of the details of the methods emplo- -yed were of a makeshift character, and I wished to place these on a proper footing. There were opportunities for dishonesty in some of the arrangements, which had been in force for many years, for the collection of revenue, and these I wanted to guard against. There was a certain amount of duplication of work, an unnecessary multiplicity of forms, and a complication of accounts, all of which I desired to simplify. The acting Colonial Treasurer assisted me with his advice in certain matters, principally in connection with the collection of, and giving receipts for, revenue.
